Under the draft document,

The Verkhovna Rada of Ukraine resolves:

1. To approve the Address of the Verkhovna Rada of Ukraine to the parliaments of guarantor-states of Ukraine’s security and international organizations (attached).

2. The Chairman of the Verkhovna Rada to refer the text of the Address of the Verkhovna Rada of Ukraine to the parliaments of guarantor-states of Ukraine’s security and international organizations.

3. This resolution comes into force on the moment of its adoption.

The draft Address of the Verkhovna Rada of Ukraine to the parliaments of guarantor-states of Ukraine’s security and international organizations reads:

“On March 1, 2014, the Federation Council of the Federal Assembly of Russia took the decision on the possible use of Russian armed forces on the territory of Ukraine. Earlier, Russian troops have entered the territory of Ukraine in Crimea under a vain pretext of protecting the Russian-speaking population.

These actions are inadmissible on the part of the Russian Federation, as a permanent member of the UN Security Council and connected with Ukraine in view of the Treaty on Friendship, Cooperation and Partnership.   

Russia’s actions are a flagrant violation of all basic principles of international relations and tear up the foundations of security on the European continent.

The Verkhovna Rada stresses that Ukraine was the first, and at present is the only state that has voluntarily and on its own initiative refused from nuclear weapon and has liquidated all its nuclear resources under the international control.

In return for such unprecedented step, Russia, the United Kingdom, the USA, France and the People's Republic of China have granted Ukraine safety guarantees, enshrined in the Budapest Memorandum in 1994.

Russia, as one of the guarantor-states has committed to refrain from the threat or use of force against the territorial integrity or political independence of Ukraine, and that none of their weapons will ever be used against Ukraine.

In connection with military actions of the Russian Federation against Ukraine, the Verkhovna Rada of Ukraine addresses parliaments of the guarantor-states, parties to the Budapest Memorandum and international organizations with a call to:

- send special monitoring missions in order to acquaint with real state of affairs in Ukraine;

- address their governments in order to provide necessary assistance in protecting nuclear objects in Ukraine.

The Verkhovna Rada invites the UN, the OSCE, the Council of Europe, the European Union, NATO, the CIS and other interested international structures to organize visiting sessions of their bodies in Ukraine.

The Verkhovna Rada of Ukraine advances the initiative to establish a group for holding negotiations with Russia, in view of normalizing relations with the Russian Federation and de-escalation of situation in Europe.

We call on to demonstrate solidarity with the Ukrainian people and protect sovereignty and territorial integrity of Ukraine. Indulgence to military actions against Ukraine can have irreparable consequences for the whole world order.”
